A friend bought a fixer upper house that had a neighbor on one side who wasn’t interested in keeping his property in good repair.
As a result, the fence between the two houses looked like this, with the wooden fence belonging to the neighbor.
It was a real eyesore.
The solution we came up with to lessen how awful the fence looked, was to cover the fence on my friend’s side with boards.
We bought about 20 fence boards that looked brand new.
Since we didn’t want them to look glaringly obvious next to the old boards, we weathered them before hanging them on the fence.
This was the stain we used.
We weren’t careful or fancy while applying the weathered stain, because we didn’t want a perfect look.
I only remembered to take one photo while we were putting the boards up.
It’s not a perfect solution, but looks so much better now – on my friend’s side of the fence.

Like how you ‘weathered’ the boards. Looks better but it’s only temporary fix. Maybe your friend should talk to the neighbor and maybe each pay 1/2 on repairing or putting up new fence.

If not; have your friend have his property surveyed. It’s always a good idea to have your property surveyed before or shortly after moving into a new place. Always a good idea as well is to have the property flagged so you know where to dig and where not to dig.
Normally the fence runners go on your own side of the property and the good looking side of the fence faces your neighbors for the purpose of keeping children, etc. from climbing over onto the other side.
